E. Kathleen AdamsE. Kathleen Adams, Ph.D., an economist with over 20 years experience in health services research is currently a Professor in the Rollins School of Public Health (RSPH) at Emory University. She also serves as a Health Economist in the CDC's Division of Reproductive Health (DRH). Throughout her career the focus of her research has been on low-income and vulnerable populations and this has translated into extensive experience with Medicaid populations, issues and policies. Using claims data she has completed work on national/state programs to improve Medicaid provider participation, children's use of preventive care and the effects of managed care.

In her work with the CDC's DRH she has analyzed prenatal smoking/risk behaviors, costs of adverse maternal/infant outcomes and pediatric health care costs related to secondhand smoke. She and colleagues have completed extensive analysis on the effects of welfare reform on insurance coverage and use of prenatal care and costs of teen pregnancy. She has also recently completed work on the effectiveness of Medicaid family planning waivers and was co-PI on a large grant that examined the implementation of primary care case management and S-CHIP on Medicaid children's access and utilization in Georgia and Alabama. Her current work is focused on Medicaid managed care and its effects of provider participation and costs as well as S-CHIP insurance coverage and its relationship to the Medicaid program in Georgia.
